1) NSF Releases FY-2009 SBIR
National Science
Foundation has released its SBIR grants solicitation (NSF 08-548) with an opening date of May 10, 2008 closing on June
10, 2008. This solicitation
contains topics covering Biotech and Chemical Technologies (BC); Electronics,
Components, and Engineering Systems (EL); and Software and Services (SS).
The NSF has an interesting twist to this solicitation in that it will reopen with the same broad based topics on November 4, 2008, with a closing date of December 04, 2008. Although this solicitation does not include an STTR component, one is promised for the future.
Notice: The NSF lists this as their FY-2009 solicitation and the caveat of "pending availability of funds" becomes very important because the SBIR program is subject to sunset September 30, 2008 (the end of the FY-2008 fiscal year). Although SBIR reauthorization efforts are underway, it is very possible that congress may not get the job done in time, and there may be a temporary lapse period. It is questionable if the 11 SBIR agencies will issue FY-2009 grants and contracts prior to the programs reauthorization. [see SBIR Insider for latest reauthorization news]

2) EPA SBIR FY 2009 Release Update
The Environmental Protection Agency (EPA) has issued a
prerelease announcement about their upcoming FY-09 SBIR solicitation.
The anticipated release date of the solicitation is March 12, 2008, with an
expected due date of May
21, 2008. The solicitation
will be available on the Internet and can be found at www.epa.gov/ncer/sbir/ and www.epa.gov/oam/rtp_cmd/.
However, the EPA SBIR Factsheet that
is posted on their website (http://es.epa.gov/ncer/sbir/) indicates an opening
date of
March 20, 2008. The website also includes the following note:
Please note that last year’s Phase I solicitation is still posted on the EPA website. The solicitation includes a description of the SBIR Program, application requirements and research topics. This solicitation is available by Fax. If you need a faxed copy or if you have any questions, please call the EPA HELPLINE at: 1 (800) 490-9194
EPA is seeking
R&D efforts on the following agency topics: 1) Innovation
In Manufacturing; 2) Nanotechnology;
3)
5) Monitoring and Control of Air Pollution; 6) Biofuels and Vehicle Emissions Reduction;
7) Waste Management and Monitoring; and 8) Homeland Security.
EPA contemplates awarding approximately twenty-five (25) firm-fixed price contracts on these topics.

3) DHS Science and Technology Directorate BAA08-04
The Department of Homeland Security (DHS) Science and Technology Directorate, the DHS Office of Procurement Operations released BAA08-04, Bacterial Population Genetics in a Forensics Context, on March 12, 2008.

Registration Open - 10th Annual NIH SBIR/STTR Conference
(July 22-23, 2008)
Georgia Tech Enterprise Innovation Institute
and held at the OMNI Hotel at the CNN Center in Atlanta, Georgia
Registration is now open for the 10th Annual NIH SBIR /STTR
Conference, to be held July
22-23, 2008.
Due to the popularity of this conference, early registration is highly recommended.
Space is limited.
Celebrating
the silver anniversary of the SBIR program, this two-day meeting will highlight
many of the innovative
products that have been developed with SBIR funds. Numerous and diverse
sessions have been planned to provide
a comprehensive overview of the NIH SBIR/STTR programs with a focus on
“Transforming Medicine Through Innovation.”
This
Annual NIH SBIR/STTR conference encompasses two full days, providing
information about the NIH SBIR/STTR
programs, from funding opportunity identification and application preparation
through post award administration.
Presentations are targeted toward small businesses with innovative biomedical
and behavioral research ideas with
commercial potential. Opportunities for informal interactions between
conference participants and program, grants
management, policy, and review staff from the NIH and the Centers for Disease
Control and Prevention are incorporated
into the program and such one-on-one discussions are highly encouraged. This
conference will benefit those who are
new to SBIR/STTR as well as those who are more experienced.
Sessions
are offered on electronic application submission through Grants.gov and the NIH
electronic research
administration (eRA) Commons. NIH eRA hands-on labs are offered (limited to 50 participants each session) to enable
participants to take a walk through the entire electronic submission process.
To
enhance collaborations and partnerships, a scientific poster session will also
be offered. Forty presenters will be
given an opportunity to display their non-proprietary scientific findings of
their Phase II research. The due date for
submitting abstracts for consideration is April 15, 2008.
