1) PHS 2008-2 Omnibus Solicitation for SBIR/STTR Grants To Be Available Mid-January 2008

The PHS 2008-2 Omnibus Solicitation of the NIH, CDC and FDA for SBIR/STTR Grant Applications and SF 424 (R&R) Application Guide for SBIR/STTR Grant Applications will be available on or around January 15, 2008. The solicitation consists of:

(1) a parent funding opportunity announcement (FOA) for SBIR,

(2) a parent FOA for STTR, and (3) narrative descriptions of the programs and research topics
.

The receipt dates for CY 2008 are April 5, August 5, and December 5.
AIDS and AIDS-related applications are due May 7, September 7, 2008, and January 7, 2009.

2)  NIH Announces Manufacturing Assistance Program (MAP) for its Phase II SBIR Awardees

NIH announces the availability of a Manufacturing Assistance Program (MAP) for its SBIR Phase II awardees from 2003 to the present.

This new program is designed to help SBIR awardees identify, address, and develop a strategy to overcome the
manufacturing issues related to the commercialization of their SBIR-developed products.

NOTE: This program is not available to STTR awardees.)

Applications are accepted through 5:00 p.m. PDT, February 14, 2008, however, if you’re interested, act quickly as the
first 30 applications received will be considered for the 25 slots that are available.

MAP one of the NIH Technical Assistance Programs for helping SBIR awardees transition their SBIR-developed technologies into the marketplace. The goal of MAP is to help identify, address, and develop a strategy to overcome the manufacturing issues related to the commercialization of SBIR-developed products.


In a partnership with the National Institute of Standards and Technology’s (NIST) Manufacturing Extension Partnership (MEP) program (http://www.mep.nist.gov), participants will have access to MEP’s nationwide network of non-profit manufacturing centers. Each participant will be assigned to a center that will provide technical support needed to move to a developmental stage that requires decisions in manufacturing transition strategies.  This can include, but is not limited to:

 

 - method of scale up;

 - cost estimation;

 - quality control;

 - prototyping;

 - design for manufacturability;

 - facility design;

 - process development/ improvement;

 - vendor identification and selection;

 - plant layout;

 - other similar issues. 

 

Dawnbreaker, Inc., a business consulting firm in Rochester, NY, will manage the program and coordinate the efforts with the MEP centers.


All NIH SBIR awardees (grantees and contractors) that have received a Phase II award in the last five fiscal years (FY 03 -- 08) are eligible to participate. Participants must, however, meet the SBIR small business eligibility criteria as described in the current SBIR Parent Funding Opportunity Announcement available from the NIH Small Business Funding Opportunities website http://grants.nih.gov/grants/funding/sbir.htm.

Previous participants of any of NIH’s Technical Assistance Programs (i.e., Pilot Manufacturing Assistance, Commercialization Assistance, Niche Assessment), may participate, however, the same SBIR award may not be used.
Please note that this program is not available to STTR awardees.

3)   NSF Announces SBIR/STTR Diversity Program

The National Science Foundation's (NSF) Directorate for Education & Human Resources' Division of Human Resource Development, and the Directorate for Engineering's Industrial Innovation and Partnerships, released
Program Solicitation 08-528 amongst other items, includes a call for SBIR/STTR Diversity Collaborative Supplements for Spring 2008 requests.

The program title is:
Centers of Research Excellence in Science and Technology (CREST) and HBCU Research Infrastructure for Science and Engineering (HBCU-RISE).

SBIR/STTR diversity collaborative supplement proposals are invited from current SBIR/STTR grantees and their CREST or HBCU-RISE institution partners.

SBIR/STTR supplements seek to promote partnerships between academe and the small-business community. In particular, SBIR/STTR Phase II grantees may partner with CREST/HBCU-RISE institutions with the intent of developing the scientific or engineering underpinnings of the SBIR Phase II technology.

As such, it is important that the SBIR/STTR supplemental project be related to the research areas for which the
institution is receiving CREST/HBCU-RISE support.

The target date for these proposals is March 14, 2008.
Inquiries and proposals to this track are not submitted to CREST but directly to SBIR/STTR in the Directorate for Engineering.

4)   USDA Impact SBIR Newsletter

FY2008 Phase I Status

Phase I applications submitted for the September 12, 2007, deadline are undergoing the peer review process.
Applications have been assigned and sent to reviewers, and panels will meet in January and February. Final funding
recommendation will be made in early to mid-March, with notifications to companies being made shortly thereafter. Grants, provided recommended companies successfully complete the CSREES administrative review, will become official on or around May 1, 2008. This is the same timetable that was provided in the FY 2008 Request for Applications. 
The next deadline for submitting a Phase I application to the USDA SBIR program is tentatively scheduled for August 29, 2008.

FY 2008 Phase II Submission

This program solicitation is for prior USDA SBIR Phase I projects that are eligible to apply for Phase II funding.
The deadline for Phase II applications is February 6, 2008. All applications must be submitted electronically via
Grants.gov by
5 p.m. eastern time. In addition, all potential applicants must complete the required registration
process prior to submitting their application.


This process can take up to one month; therefore, any companies that have not yet begun this process need to
do so immediately. Information on the registration can be found on Grants.gov's Organization Registration pages.
