1) DHS SBIR 7.2 Pre-Solicitation Released
The Department of Homeland Security (DHS) SBIR program opened its 7.2 pre-solicitation on June 11, 2007. A pre-solicitation notice was posted on the Federal Business Opportunities website (www.fedbizopps.gov). The notice indicates that the solicitation includes 7 topic descriptions that address research area needs throughout both the Science and Technology (S&T) Directorate and the Domestic Nuclear Detection Office (DNDO).
The following topics are available:
Spectroscopic Methods for Explosives Detection Detection of Human Targets in Open Water Optimizing Remote Capture of Biometrics for Screening Processes, Responder-Wireless Body Area Network Secure and Reliable Wireless Communication for Control Systems Robust Algorithm Development for Multidimensional Chemical Analysis Neutron and Photon Generators for Advanced Special Nuclear Material (SNM) Interrogation and Verification Systems.
The solicitation itself is available on both the FBO site (WORD file format at (www.fbo.gov/spg/DHS/OCPO/DHS-OCPO/DHSSBIRFY07%2D2/Attachments.html) and the DHS SBIR website (pdf file format at https://www.sbir.dhs.gov/SolicitationDownload.asp).
Solicitation opens on June 27, and proposals are due August 13, 2007. There are a few days left in the pre-solicitation period to converse with the Technical Points of Contact listed in the solicitation. If you have questions after June 26, 2007, you must submit them to faq@hsarpasbir.com. Responses will be posted on the Federal Business Opportunities web site and under FAQs on the DHS SBIR web site at http://www.sbir.dhs.gov for general viewing.

2) NASA SBIR/STTR 2007 Phase 1 Pre-Solicitations Notices
NASA posted pre-solicitation notices for their 2007 SBIR and STTR Phase 1 Solicitations on the Federal Business Opportunities website (www.fedbizopps.gov) on June 11, 2007. The solicitations are scheduled to open on July 6, 2007. A portion of the SBIR notice appears below for your convenience:
“Eligible small businesses are invited to submit proposals in response to the NASA 2007 SBIR solicitation. The NASA SBIR 2007 technical topics and subtopics support the NASA Mission Directorates of Space Operations, Aeronautics Research, Science, and Exploration Systems. It is anticipated that the NASA 2007 SBIR solicitation will identify specific product areas within each subtopic that NASA wishes to emphasize.
To participate in the NASA SBIR Program, firms must have Internet access and an e-mail address. Details can be found on the NASA SBIR/STTR Home Page at http://sbir.nasa.gov/. Note that the NASA 2007 SBIR solicitation will be issued as a concurrent document together with the NASA 2007 STTR solicitation. While the solicitation documents are combined, the review, selection and award processes will be conducted separately for each program. Proposals must be submitted as either an SBIR or an STTR proposal and will only be considered for award under one program. NASA will issue the combined STTR/SBIR solicitation on or about July 6, 2007.
Distribution will be by the Internet. Paper copies of the solicitation will not be distributed. Instructions for electronic access to the solicitation are as follows: the solicitation and other program information will be accessible on the NASA SBIR/STTR home page which can be viewed at http://sbir.nasa.gov/. Those requesting the solicitation are strongly encouraged to download it from the NASA Home Page as described above. However, if that is not possible, potential Offerors may request assistance from the NASA SBIR/STTR Support Office by calling 301-937-0888.
If you are planning on submitting a proposal, it may be useful to browse the NASA website for award and solicitation archives, abstracts, topics, etc. If you are a first time participant, a whole host of information is available including a program overview and list of frequently asked questions. On June 12th, NIST conducted a webcast which outlined how to participate in this new program. In case you missed the webcast, NIST has posted the PowerPoint slides from the webcast on their website (http://patapsco.nist.gov/ts_sbir/).

4) DoD SBIR Program Funding Update
This spring there had been concern about the availability of funds for the DoD SBIR/STTR Program due the possibility of temporary re-programming funding to maintain levels needed for the war efforts in Iraq and Afghanistan.
