Deadline for receipt of proposals in response to the Department of Defense (DoD) 2007 STTR Solicitation is 6:00 a.m. EST on March 21, 2007. As indicated on the DoD STTR solicitation page (http://www.acq.osd.mil/osbp/sbir/solicitations/sttr07/index.htm), ‘all STTR Proposal Cover Sheets and Company Commercialization Reports must be prepared and submitted electronically through the DoD SBIR/STTR Electronic Submission Web Site http://www.dodsbir.net/submission/, as described in Sections 3.0 and 6.0 of the program solicitation. For components requiring complete electronic submission, technical proposals must be uploaded through the Submission Website.’
Section 6.2 of the solicitation also indicates that ‘complete proposals must be completely submitted to the DoD Submission website by the specified closing time. Complete submission means that the entire proposal (including the following four (4) parts: coversheets, technical proposal, cost proposal, and Company Commercialization Report) has been properly completed and fully transmitted to the DoD Submission website. The solicitation deadline is firm. As the close date draws near, heavy traffic on the web server may cause delays. Plan ahead and leave ample time to prepare and submit your proposal. Offerors bear the risk of website inaccessibility due to heavy usage in the final hours before the solicitation closing time.’

The Environmental Protection Agency contemplates awarding approximately 40 fixed price contracts under the Small Business Innovation Research (SBIR) Program, Phase I, during Fiscal Year 2008. The SBIR Program is a phased process uniform through the Federal Government of soliciting proposals and awarding funding agreements for research (R) or research and development (R&D) to meet stated agency needs or missions. During Phase I (covered by this solicitation) contractors shall conduct feasibility-related experimental research or R&D efforts on the described agency topics listed below.The topics for the FY 2007 Phase I solicitation are as follows:
A. Innovation in Manufacturing;
B. Nanotechnology
C. Green Buildings
D. Drinking Water and Water Monitoring
E. Water and Wastewater Management
F. Control of Air Pollution
G. Air Monitoring and Remote Sensing
H. Engine and Vehicle Emissions Reduction
I. Animal Waste and Waste to Energy
J. Waste Management and Monitoring
K. Coal Bed Methane and Oil & Gas Drilling
L. Large-Scale Disaster Debris Management
M. Technology for Villages and Small Communities
N. Homeland Security
The solicitation will be available on or about March 15, 2007, with proposals due on May 23, 2007. The solicitation will be available on the Internet at the following Internet addresses: 1) http://www.epa.gov/ncer/sbir/ and 2) http://www.epa.gov/oam/rtp_cmd/. Firms are encouraged to download the solicitation from the Internet. The solicitation document is approximately 65 pages in length, and includes all the requirements, instructions, and forms needed for proper proposal submission.

SBIR/STTR Multiple PD/PI Frequently Asked Questions
NIH has implemented a policy to allow more than one Project Director/Principal Investigator (PD/PI) on research projects, including SBIR and STTR awards. The policy offers new approaches to maximize the potential of “team science” efforts. The multiple Principal Investigator (PI) model will supplement, and not replace, the traditional single Principal Investigator (PI) model. Specific information about the multiple PD/PI option is included in Funding Opportunity Announcements.
