The Department of Education (ED) posted a presolicitation notice announcing the release of their
2007 SBIR Solicitation on the Federal Business Opportunities (http://www.fedbizopps.gov/ ) website on October 20, 2006. Note that the solicitation is for Fast-Track awards only.

Description:
The Department of Education will be inviting small business firms to submit (Fast-Track) Phase I and Phase II research proposals under this program solicitation entitled Small Business Innovation Research (SBIR). The forthcoming solicitation will be for Fast-Track awards only, in which offerors are awarded contracts for both Phase I and Phase II of the SBIR program. For fiscal year 2007, the Institute has selected one priority for the SBIR program consisting of the development of technological products that directly or indirectly lead to improved
student learning and academic achievement.
The opening date is on or around November 6, 2006, the
closing date is expected to be January 8, 2007 at 10:00am EST.

2) PHS 07-1 SBIR Deadline Reminder
The deadline for receipt of all contract proposals submitted in response to the 2007-1 Public Health Service (PHS), SBIR Solicitation is 5:00 p.m., Eastern Standard Time Monday, November 6, 2006. Proposers must submit an original and 5 copies of each proposal to the contracting officer of the Institute or Center for the topic in which they are
proposing.

3) DHS 6.2 SBIR/STTR Solicitation Deadline and Topic Change
The Department of Homeland Security (DHS) opened their 6.2 SBIR/STTR Solicitation on October 12, 2006.
The deadline for receipt of proposals is 4 p.m. ET, November 13, 2006. Section 7.1 of the solicitation idicates:
“Proposals must be completely submitted to the DHS submission website by the specified closing time. Complete submission means that the entire proposal (including the following three (3) parts: cover sheets, technical proposal, and cost proposal) has been properly completed and fully transmitted to the DHS submission website and date stamped. The solicitation deadline is firm. As the close date draws near, heavy traffic on the web server may cause delays. Plan ahead and leave ample time to prepare and submit your proposal. Offerors bear the risk of website inaccessibility due to heavy usage in the final hours before the solicitation closing time.”

4) DOC NIST SBIR Update
The Department of Commerce (DOC) National Institute of Standards and Technology (NIST)
had scheduled their FY2007 SBIR to open on November 3, 2006. However, their SBIR website
(http://patapsco.nist.gov/ts_sbir/ ) now includes the following message:
“NIST does NOT have any current plans to open an SBIR Solicitation in FY07.”
The FY06 SBIR solicitation is still available on the website to view for information purposes,
as well as abstracts of Phase 1 and Phase 2 award winners.
